一、精准的服务模式定位
网上零售电子商务有网上零售电子商务应用和网上零售电子商务服务两种模式。对于已经销差价为主要盈利模式的网上零售电子商务，应该属于网上零售电子商务应用，对于以收取会员费、交易佣金为主要盈利模式的网上零售电子商务应该属于网上零售电子商务服务。
现在我们中国大多数是网上零售电子商务应用模式，至于究竟采取哪种服务模式、哪种发展模式我觉得是值得大家思考和定位，因为定位准确，可能今后事业也顺利发展。
二、深入的横向发展方向
对于大多数刚刚涉足网上零售电子商务的企业，可能最主要的发展方向应该是横向拓展，也就是说扩大你的网上零售的规模。对于大多数已经在这个领域里面有相当基础和规模的电子商务企业，应该更多的考虑纵向深入。
中国电子商务发展到今天，其实在大多数的电子商务的领域里面，我们是以网上的信息服务为主，没有真正走到交易的实质性环节，所以说我们对大多数有相当规模和基础的电子商务企业，特别是电子商务零售企业，应该考虑纵向深入的时候了，我个人认为，目前经过前面几年的发展，展望今后三到五年，纵向深入已经到了机遇期和转折期了，希望大家能够根据自己企业的情况，能够有所思考，有所考虑。
三、建立系统的产业政策
电子商务作为一新兴产业，目前还没有非常系统化的产业政策。包括它的资源使用，包括它的税收、财政、融资，这些系统性的产业政策现在还没有出台，所以应该推进电子商务发展政策的进程，使得电子商务发展更好。
